Mr Hoare, who made claims in a New York Times article about the Prime Minister's former communications chief Andy Coulson, was found dead at his home in Watford, Hertfordshire, on July 18.
''Sean was a much-loved husband and also son, brother and uncle who had a very unique and special character and was determined to follow his dreams, achieving so much in both his personal and professional life,'' his widow Jo said in a statement.
The couple had been together for nearly 25 years and were married in 1992.
